i am not sure what you mean by "1 for 1".
if you mean "you must have purchased each song" then that's only true for some libraries. eg: TriceraSoft and Karaoke Cloud, yes, because those purchases are licensed for public performance.
But purchasing a song from Karaoke Locker does NOT cover public performance, so even tho you bought it, you can't play it in public.
Both streaming options (TS and KC) *are* licensed for public performance.
How many songs make a decent collection?

By 1 for 1 I mean for every song you have, you must have the disc.
The way I understood it, that was the only way to be "legal"

From what I understand, to be legal you must "license the songs for public performance".
Yes, purchasing discs is one way, but another is to buy from TriceraSoft or KaraokeCloud, or use either of their streaming services.

You can't even make this distinction any more (sorry Kurt). This is 2015, and a larger and larger number of tracks are only available via digital download/streaming, with no disk option at all.
Re: How many songs make a decent collection?
Just keep up with the latest hits and let word of mouth do its thing.
I try to get the latest songs ASAP and keeps em all coming back. Paying a couple bucks a song is peanuts and most of the time, the singers who request new songs in most cases throw you a couple bucks.
Tricerasoft, Karaoke-Version, SBI are pretty good for new songs. Sunfly downloads also excellent for new tracks.
